बाल विकास विभाग में अटकी आंगनवाडी भर्ती से बढ रही समस्या

बलरामपुर उत्तरप्रदेश में कुपोषण ख़त्म करने की जद्दोजहद में लगा बाल विकास एवं पुष्टाहार विभाग खुद अपने आंगनबाड़ी केन्द्रों को सुपोषित नही कर सका है। जिले के शहरी क्षेत्रों में 48 आंगनबाड़ी केंद्र परिषदीय स्कूलों एवं मदरसा के परिसर में संचालित किये जा रहे हैं। दुसरे विभाग से उधार लिए भवन में आंगनबाड़ी कार्यकर्त्रियों को केन्द्रों का संचालन करने में बहुत सी परेशानी का सामना करना पड़ता है। कार्यकत्री के साथ साथ बच्चों को भी इसका खामियाजा भुगतना पड़ता है।
जिले के शहरी क्षेत्रों में संचालित कुल 48 आंगनबाड़ी केंद्र में 16 प्राथमिक विद्यालय, मदरसा एवं निजी स्कूल के भवनों में हैं। आंगनबाड़ी केंद्र का अपना खुद का भवन तक नही है और आंगनवाडी केन्द्रों के अतिरिक्त शहर परियोजना का सीडीपीओ कार्यालय खुद किराए के एक छोटे से कमरे में संचालित किया जाता है। बाल विकास विभाग को शहर में आंगनबाड़ी केंद्र एवं परियोजना कार्यालय के संचालन के लिए निजी भवन नहीं मिल रहे हैं।
जिले के नगरीय क्षेत्र में में संचालित आंगनबाड़ी केंद्र की स्थिति देखि जाए तो प्राथमिक पाठशाला सेवा समिति गोविंदबाग, चिकनी, कन्या मोती सागर, खंडवा, पहलवारा सहित 33 आंगनबाड़ी केंद्र संचालित किये जाते हैं। प्राथमिक पाठशाला प्राचीन गोविंदबाग पूर्व माध्यमिक विद्यालय पूरब टोला, आदर्श प्राथमिक स्कूल, नॉर्मल प्राथमिक विद्यालय, भगवतीगंज कन्या प्राथमिक पाठशाला के भवन में दो-दो आंगनबाड़ी केंद्र संचालित हैं। जबकि प्राथमिक पाठशाला टेढ़ी बाजार एवं प्राथमिक पाठशाला बलुहा में सात आंगनबाड़ी केंद्र चल रहे हैं। और प्राथमिक विद्यालय पूरब टोला एवं प्राइमरी स्कूल अचलापुर में एक-एक आंगनबाड़ी केंद्र संचालित हैं। बिशुनीपुर में एक निजी दुकान के साथ मदरसा दारुल उलूम में एक-एक केंद्र उधारी भवन में चल रहे हैं।
आंगनवाडी केन्द्रों का निजी भवन न होने से आंगनबाड़ी कार्यकर्त्रियों को बच्चों को बैठाने के साथ-साथ शासन से मिलने वाली केन्द्रों की सामग्रियों को रखने में भारी असुविधा का सामना करना पड़ रहा है।शिक्षा विभाग और बाल विकास दोनों विभागों का निजी भवन न होने कारण उन भवनों में संचालित होने के लिए आए दिन प्रधानाध्यापकों और आंगनबाड़ी कार्यकत्रियों के बीच वाद विवाद भी एक समस्या बन गया है।

जिले के नगर क्षेत्र में बाल विकास विभाग द्वारा 48 केंद्र संचालित किये जा रहे हैं। लेकिन इन आंगनवाडी केंद्रों में 43 आंगनबाड़ी कार्यकर्त्री की ही नियुक्ति है। पांच आंगनवाडी केन्द्रों पर पद रिक्त होने से ये केंद्र चार्ज पर चल रहे है एक आंगनवाडी को दो केन्द्रों का चार्ज देने से उन आंगनवाडी वर्करो पर दुगना बोझ बढ़ा दिया है जबकि इन कार्यकत्रियो को मानदेय सिर्फ एक केंद्र का ही मिल रहा हैं।
बलरामपुर जनपद की डीपीओ निहारिका विश्वकर्मा का कहना है कि आंगनबाड़ी केंद्रों के निजी भवन न होने का मुख्य कारण बाल विकास विभाग की खुद की जमीन न होना है। लेकिन फिर भी विभाग पूरा प्रयास कर रहा है कि भवन की वजह से बच्चों की शिक्षा व सेहत पर कोई प्रभाव न पड़े साथ ही निजी भवन की समस्या को प्रशासन से अवगत कराया जा चुका है।
आंगनवाडी और आशा वर्कर गाँव में जाकर करेंगी पानी की जांच
महराजगंज केंद्र व प्रदेश सरकार की महत्वाकांक्षी योजना जल जीवन मिशन- हर घर जल योजना अंतर्गत दो दिवसीय एफटी के माध्यम से जल गुणवत्ता प्रशिक्षण का आयोजन किया गया।। और इस कार्यक्रम के समापन पर सभी को बैग व जल जांच करने का किट उपलब्ध कराया गया।
तुलसीपुर विकासखंड के कौवापुर सभागार में राज्य पेयजल एवं स्वच्छता मिशन के तहत प्रशिक्षण के समापन कार्यक्रम में आशा एवं आंगनबाड़ी एचएससी सदस्य अध्यापिका को पानी की गुणवत्ता जांच करने के लिए प्रशिक्षण दिया गया। बीडीओ ने बताया कि प्रशिक्षण के माध्यम से सभी प्रशिक्षु पानी की जांच गांव-गांव जाकर करेंगे। गुणवत्ता जांच करने के बाद इसकी रिपोर्ट वेबसाइट पोर्टल पर देंगी।
जिले में ब्लाक के ग्राम पंचायतों के पानी में पीलापन होता है, जिससे तमाम बीमारियां बढ रही हैं। इसीलिए सरकार की तरफ से पानी जांच करने के लिए प्रशिक्षण चलाया जा रहा है। इस प्रशिक्षण के माध्यम से आशा बहू, आंगनबाड़ी व अन्य टीम सम्मिलित होकर गांव में जाकर पानी जांच करेंगी। जिससे पानी से उत्पन्न होने वाली तमाम बीमारियों के बारे में जानकारी मिलेगी।
