बाल विकास विभाग में कर्मचारियों की भर्ती पर रार

मिशन पोषण 2.0 की नई गाइडलाइन के अनुसार विभाग में कार्यरत कर्मचारियों पर नौकरी पर संशय बन गया है है। राज्य में पोषण मिशन के तहत कुछ महीने पहले ब्लॉकों में तैनात किए गए ब्लॉक कोआर्डीनेटर के पद को स्वीकृति दी गई है लेकिन इस भर्ती में नियुक्त किये गये सहायकों के पद को अस्वीकार्य कर दिया गया है। नई गाइडलाइन के अनुसार सहायकों के पद को गाइडलाइन में कहीं जगह ही नहीं दी गई है।
सुपरवाइजर के पदों पर भर्ती निकलने से बढ रहा रोष
सुपरवाइजर के पदों पर शासन द्वारा सीधी भर्ती निकलने से आंगनवाडी वर्करो में रोष बना हुआ है विभाग द्वारा बीस साल पहले संविदा पर तैनात सुपरवाइजर की भर्ती की गयी थी लेकिन इन वर्करो को नियमित न करने और इन पदों के सापेक्ष नयी सीधी भर्ती निकाल दिए जाने के बाद सुपरवाइजर में रोष की स्थिति है। मुख्य सेविकाओं यूनियन का कहना है कि रिक्त पड़े पदों के सापेक्ष भर्ती निकाली जानी थी। मगर यहां पर सृजित सभी पदों के सापेक्ष भर्ती निकाले जाने से नौकरी पर संकट की स्थिति दिखाई पड़ने लगी है। इस सम्बन्ध में संगठन का कहना है मुख्य सेविकाएं अपने जीवन का महत्वपूर्ण समय इस विभागीय नौकरी को करने में लगा चुकी हैं। अब वे किसी अन्य नौकरी के लिए आवेदन भी नहीं कर सकती है। और न ही अब उनकी उम्र सीमा बची है कि वो नया आवेदन कर सके

बाल विकास विभाग में पदोन्नति अधर में
बाल विकास विभाग में आंगनवाडी वर्करो की देखरेख करने वाली सुपरवाइजरों के करीब छह हजार में से तीन हजार पद रिक्त चल रहे हैं। शासन द्वारा इन रिक्त पदों को पदोन्नति और सीधी भर्ती से भरा जाना है। पदोन्नति की प्रक्रिया 2018 में शुरू की गयी थी ये पदोन्नति शैक्षिक योग्यता में मेरिट के आधार पर होती है। इन पदों पर आंगनबाड़ी कार्यकत्री से सुपरवाइजर के पदों पर भी पदोन्नति की जानी है। साथ ही विभाग में 102 कनिष्ठ लिपिक से सहायक लिपिक, 200 वरिष्ठ सहायक से प्रधान सहायक, 42 प्रधान सहायक से प्रशासनिक पदों पर भी पदोन्नति की जानी है। इस सम्बन्ध में मुख्य सचिव द्वारा आदेश जारी किये गये हैं कि पदोन्नति की यह प्रक्रिया हर हाल में 30 सितम्बर तक पूरी हो जाए। लेकिन ऐसा होना असंभव लग रहा है
