प्राईमरी में कक्षा 1 के बच्चो के लिए कुर्सी मेज की तैयारी ,बाल विकास में बिना पीएफ खाते के मानदेय कटना शुरू

गोण्डा जनपद में आउटसोर्सिंग कम्पनी द्वारा बाल विकास विभाग में कार्यरत मानदेय कर्मियों के मानदेय से ही जीएसटी की कटौती शुरू हो गयी है। इन मानदेय कर्मियों के पीएफ से जमा होने के लिए मानदेय से धनराशि काटी जा रही है।जबकि अभी तक इनकर्मियों को उनका पीएफ खाता संख्या भी नहीं मिला है। इस समस्याओ को लेकर इन मानदेय कर्मियों ने अपनी समस्याओं को जिलाधिकारी के समक्ष रखा है ।
जिला कार्यक्रम अधिकारी मनोज कुमार ने बताया कि कर्मियों ने डीएम के समक्ष अपनी समस्याए बताई है इसके लिए आउटसोर्सिंग कम्पनी से बातचीत कर समस्या को रखा जायेगा। कम्पनी के अनुबंध में तेनाती के समय सभी तरह के टैक्स लिए जाने नियम व् शर्ते होती है इस अनुबंध के तहत कम्पनी द्वारा इन कर्मियों से जीएसटी वसूला जाएगा। नियम के मुताबिक मानदेय से जितनी धनराशि कर्मियों से खाते से काटी जाती है उतनी ही धनराशि सरकार की तरफ से जमा होनी चाहिए लेकिन अभी तक इन कर्मियों का पीएफ का खाता नहीं होने के कारण कर्मियों को सही जानकारी नही मिल रही है।
अवगत हो कि जिले में पिछले साल आउटसोर्सिंग कम्पनी द्वारा इन मानदेय कर्मियों का चयन किया गया था चयन की प्रक्रिया पूर्ण होने के बाद इस कम्पनी ने विभाग में पोषण मिशन के मांग के अनुसार चयनित कार्मिकों को तैनात कर दिया। इसके तहत ब्लॉक परियोजनाओं के अलावा जिले स्तर पर कार्मिकों को तैनात किया। जिसमें कम्प्यूटर व मैनेजमेंट के लोगों को तैनात किया गया।
अब तक जिले में आउटसोर्सिंग कम्पनी द्वारा पीएफ घोटाला हो चूका है इसीलिए इन कार्मिकों में एक डर बना हुआ है। इन मानदेय कर्मियों का कहना है कि उन्हें जीएसटी और पीएफ धनराशि कटौती के कारण तकरीबन 5 हजार रुपये अपने मानदेय में से गंवाना पड़ रहा है।
समग्र शिक्षा अभियान के तहत प्राइमरी स्कूलों में फर्नीचर देने का नियम नहीं
लखनऊ नयी शिक्षा नीति के तहत अप्रेल से शुरू होने वाले नए सत्र के लिए तैयारी शुरू कर दी गयी है जिसके लिए अगले दो सालों में सभी सरकारी प्राइमरी स्कूलों के बच्चो को कुर्सी डेस्क पर पढ़ाई के लिए राज्य सरकार सभी सरकारी प्राइमरी स्कूलों में फर्नीचर देने जा रही है। इस अभियान को पूरा करने में राज्य सरकार पर लगभग 900 करोड़ रुपए का भार आने की उम्मीद है । सरकारी जूनियर स्कूलों में फर्नीचर देने की योजना 2017-18 से चल रही है लेकिन अब भी पांच हजार स्कूल ऐसे हैं जहां फर्नीचर नहीं है। इन स्कूलों में फर्नीचर के लिए राज्य सरकार केन्द्र सरकार के सामने समग्र शिक्षा अभियान की वार्षिक कार्ययोजना में प्रस्ताव रखेगी। जूनियर स्कूलों में फर्नीचर केन्द्र सरकार के बजट से दिया जाता है
उत्तरप्रदेश में 88532 सरकारी प्राइमरी स्कूल हैं लेकिन लगभग 15 हजार स्कूल ऐसे हैं जहां फर्नीचर पहले से उपलब्ध है। जिससे प्रदेश में लगभग 74000 प्राइमरी स्कूलों को इससे फायदा होने की उम्मीद जताई जा रही है । बेसिक शिक्षा विभाग ने इस संबंध में कार्ययोजना तैयार कर ली है। इस योजना का लाभ लगभग 1.25 करोड़ बच्चों (कक्षा एक से पांच) को मिलेगा।
फर्नीचर देने की कवायद में विभाग जल्द ही मुख्यमंत्री योगी आदित्यनाथ के सामने इसके बजट योजना को प्रस्तुत करेगा उम्मीद के मुताबित योजना को मंजूरी मिलने के दो सालों के अंदर सभी स्कूलों में फर्नीचर पहुंच जाएगा। प्राइमरी स्कूलों में फर्नीचर राज्य सरकार अपने बजट से देगी जबकि जूनियर स्कूलों में केन्द्र सरकार समग्र शिक्षा अभियान के तहत देती है। समग्र शिक्षा अभियान के तहत प्राइमरी स्कूलों में फर्नीचर देने का नियम नहीं है।
अभी तक प्राइमरी स्कूल के बच्चे दरी पर बैठते हैं। लेकिन अब इन बच्चो को फर्नीचर देने के लिए विभिन्न संसाधनों जेसे सोनभद्र के सभी प्राइमरी स्कूलों में जिला खनिज निधि से फर्नीचर पहुंचाया गया है तो श्रावस्ती के स्कूलों में सीएसआर (कारपोरेट सोशल रिसपांसबिलिटी) के तहत फर्नीचर मिला है। इसी तरह कई जिलों के लगभग 15 हजार स्कूल को फर्नीचर उपलब्ध कराया जा चूका है
